Public consultation now sits at the most exposed point of public sector decision-making. Organisations are expected to demonstrate fairness, transparency, and proportionality, while operating under increasing financial pressure, reduced capacity, and rising scrutiny. When decisions are challenged, the focus is rarely on whether engagement happened, but whether it genuinely informed judgement.

In this environment, consultation often becomes defensive. It is delivered late, tightly controlled, and treated as a communications exercise rather than a tool to improve decisions. The result is familiar: missed insight, over-reliance on volume rather than relevance, and decisions that become fragile under scrutiny. This report sets out a different approach.

Public Consultation That Stands Up to Scrutiny introduces the Confident Consultation Model - a practical, governance-led framework that treats consultation as part of decision-making itself. It shows how early, decision-led engagement can surface risk, test assumptions, and build a clear, traceable evidence base that leaders can stand behind. Rather than asking “how do we run a consultation?”, this approach reframes the question:

How do we make decisions that are fair, proportionate, and defensible - and use engagement to strengthen them?

The Centre for Consultation is running a national public consultation on our draft Values and Standards for Public Consultation.

Across the UK, consultation is at the heart of democratic decision-making - yet there’s still no nationally agreed framework that defines what “good” really looks like.

We’ve drafted some early ideas, and now we have your feedback we are moving to the second iteration.  We will share the learning so far on 24th February between 14:00 and 16:00.  Please join us!
